Adding Use Cases to a Subsystem Boundary (#1576)

If a system boundary is drawn, it is not possible to place use-cases (or any other element) directly on the sub system by clicking. Elements must be created on the side (empty space) and then dragged into the system boundary rectangle. It think the program is trying to prevent objects form overlapping but does not make special allowances for System Boundary block and Frame elements.
