Requirement Diagram - numbering and remove (#1693)

(Bug Reports)

Automatic numberings get row number in wrong way. I have:

1. ...

2. ...

2.3 ...

2.4 ...

5. ...

It is impossible to remove row. Button Remove did nothing.
