Remove giant sidebar tooltip. (#447)

The Sidebar panel buttons have this one big popup that shows what all the buttons do and which animates as you pass the mouse over it.

Tooltips for toolbar buttons should be of the same form throughout the application. This giant custom tooltip is just inconsistent and over-engineered and serves no useful purpose. Standards tooltips would be far simpler and far preferable.
