Toolbox and document modality. (#449)

The toolbox window appears and disappears depending on which window you have selected. E.g. Open a Class diagram, Project Properties and Start Page and select the document 'Restore' button (just under the application 'X' close button) so that you can view all the documents overlapping. Select the documents in turn and the toolbox window appears and disappears depending on whether the Class Diagram is the selected document.

This is rather undesirable as the toolbox appearing and disappearing both looks nasty and upsets your window positioning. Integrating the toolbox into the sidebar with all the other tool windows would resolve this.

Note that selecting the client area of each document does not select it, you have to select a bit of the titlebar or window border.
